Cecil Whig allegedly is discarding letters to the editor
More than one person has come forward with the complaint that their Letter to the Editor sent to The Whig has not been printed. The determining factor seems to be if the letter supports an investigation of the SPCA or is negative towards SPCA in any way.
nancy s should be discluded from picking anyone.she is part of this scam.this was supposed to be picking people that werent bias and connected directly with the ccspca.more sneaky tactics i see.disgusting.

Nancy Shwerzler to pick anyone. She is one of the problems to why the CCSPCA is where it is today. I suppose Mr. Hodge was
behind this one. I thought the County Commissioners were only to make the selections. More deceiving the public.

the by-laws for the CCSPCA. When you finally get the information on the by-laws and the names of the most current Board of Directors would you please let everyone know.

I will definetely keep everyone informed of my efforts to gain access to SPCA business records under Maryland Public Information Act (PIA). I will be working on the issues of citzen’s access to public records and holding open meetings. I am not an attorney but I am am interested ciizen. Here is what my research has turned up:
A major court decision on the issues was in decided 2006. The case went to the Maryland Court of Appeals it is: City of Baltimore Development v. Carmel Realty Associates et. al. 395 MD 299. In its decision the Court ruled that the provisions of Maryland’s PIA and Open Meeting Act apply to quasi-governmental organizations.
Here is a quote directly from the ruling referring to the applicability of PIA(§ 10-502) to quasi-governmental organizations.
“The General Assembly made the following amendment to § 10-502(h)(2)(i) in 2004:
“any multimember board, commission, or committee appointed by the
Governor or the chief executive authority of a political subdivision of the
State, OR APPOINTED BY AN OFFICIAL WHO IS SUBJECT TO THE
POLICY DIRECTION OF THE GOVERNOR OR CHIEF EXECUTIVE
AUTHORITY OF THE POLITICAL SUBDIVISION, if the entity includes in
its membership at least 2 individuals not employed by the State or [a] THE
political subdivision [of the State]; . . .”
Remember, the CCSPCA exists in County Code(Section 209-2) as well as by contract. At least two members of CCSPCA Board are appointed by Code, the Director of the Health Department and the Sheriff. A commissioner also sits on the Board by contract. The CCSPCA Board also contains “at least 2 indivisuals not employed by the State or [a] polical subdivision {of the State]. The research indicates CCSPCA falls under the provision of PIA and all documents pertaining to normal business operations are public records.

This is really not the dogs fault, its the owners fault and the CCSPCA’S fault. These conditions were horrible that they were living in! They are actually lucky these dogs didn’t eat each other, showing how hungry they were! Why didnt the Cecil Whig say ANYTHING about these horrible conditions these dogs were living in! Why aren’t the owners being charged for animal neglect/cruetly and abuse?! This is ridiculous! Instead they are being charged for not having tags or shots. And why wasn’t the CCSPCA taking care of this situation before it got to this level. AGAIN, they are NOT doing their JOB!!! I mean the Cecil Whig is crap anyways and the report doesn’t give much information, but of course they try to make the CCSPCA look like they are doing great work. When in return they should be blamed for not taking care of this situation when they started receiving calls about these dogs. These poor goats wouldn’t of had to be eaten alive, and the German Shepards would of gotten the right treatment they needed to get heathly and be placed in good homes! No wonder the dogs were throwing up after they ate these goats, they were starving and obviously haven’t been fed in a long time to get to this point. If they ate that fast, of course they are going to get sick because their bodies aren’t use to that much food. The CCSPCA of course needs to be charged for this incident and the owners! The SPCA should really replace the goats that were killed because they weren’t doing their job, but what else is new!!!

The Whig was attempting to scare the citizenry into submission so we would feel we NEED the current staff. As usual with the Whig’s propaganda, the majority of the story was not covered. The CCSPCA AND the COUNTY COMMISSIONERS received multiple complaints dating back to at least March 2008. Instead of being evidence of how much we need the SPCA, it is evidence that they were not doing their jobs. The victims here should be sure to name Nancy and her brownshirts in their lawsuits. Maybe Bob Hodge would like to pledge his personal assets to support the innocence of the staff there, since they are “on their best behavior.” I bet you’re still sleeping well, Commissioner Hodge!

WJZ-TV went to the owners of the goats, and also to the neighbors and others how have reported this!
